Configure does not find GD libraries when located in /usr/local/lib
or /usr/local/include.

Had to move libraries to /usr/include and /usr/lib for them to 
be found.

This isn't a PHP bug.  It is your compiler/linker's job to know where to find its standard libraries.  If you have
not configured your compiler to look in /usr/local/lib for things,  then you  shouldn't be putting things there.
