Regular expression code is dumping debugging information to stderr like

Regex ^[A-Z][A-Z0-9_]*$

This not only floods the server errors logs needlessly but also disturbs
the output of php that once run as standalone from cron scripts make the
script halt because of non-error.  Redirecting stderr to /dev/null is not a
solution because it is desirrable to stop cron scripts if there was some
output due to real errors unlike this situation.

Ths solution to this problem consists of removing line 197 of file
functions/reg.c that seem to have been forgotten.
