I'm sorry, but I fix my mistake.

$db_con = ibase_connect($HOST:$DB_PATH, $USER, $PASS, 'win1251');

not 
$db_con = ibase_connect($HOST:$DB_PATH, $USER, $PASS);

and it's OK
