Using tcsh (don't ask), setting CPPFLAGS (setenv) prior to
running "configure", the value of CPPFLAGS is ignored
(causing header files to be missed during compilation).

Other variables (notably CFLAGS) were picked up okay.

A check of the resultant Makefile shows a blank CPPFLAGS
line being the result (ie., the environment variable was
ignored).
