NULL is a type with a discrete set of values. The is_scalar function should return TRUE when passed NULL.

<?
  if(is_scalar(NULL))
    print("NULL is a scalar\n");
  if(is_scalar($a))
    print("an unset variable is a scalar\n");
?>
