I noticed that Pear is in the Windows Tar file, but when I downloaded the 4.3.0RC1 Windows Binaries, Pear doesn't seem to be included.

Please resolve so the world doesn't have to re-compile.

pear is just a set of PHP scripts, no need to compile anything for it.

As Derick already said there is no need to compile anything. PEAR will be included in 4.3.0-final. In the meanwhile you can install it with:

php -r "readfile('http://go-pear.org/');" | php
