I have a serious problem! When i write "http://localhost/test.php?var=hello!", and in "test.php": "<?= $var ?>" I get the following error: "Undefined variable: var"

Sorry, but your problem does not imply a bug in PHP itself.  For a

Either turn on register_globals or use $_GET['var']
