If you click "downloads" and try to download the source code for php, it shows an error.

Please try a different mirror and a good browser. Works fine for me.

I used the link you show in the download area.  Most people will simply click there.  It does not specify a different mirror at that point on the site.  

I did find a mirror and download it.  Others may run into the same issue.
