I get this error entry in my error log whenever I try to access a PHP page on my server. I had it working before, and as far as I know i havent changed anything in the php settings.  Im running php4.2.2 on apache2.3 (newest snapshot).

[Mon Aug 26 19:15:06 2002] [warn] (22564)The specified network name is no longer available.  : winnt_accept: Asynchronous AcceptEx failed.

Sounds like configuration error or bug in Apache itself.

Actually, this isn't an Apache configuration issue.  According to the developers at Apache, it's an incompatibility between the dynamic IP assigning in Windows XP and Apache, which doesn't support it in its current form.  The bug post in Apache can be found here:
