The install.txt, section 
Installing PHP on Windows with Xitami

indicates that
"In Filter command or script put the path and name
   of your php executable i.e. c:\php\sapi\php.exe"

What is the right way???

I downloaded php-4.2.2-Win32.zip

But if you look into the sapi directory there are no exe.
Just .dll,.reg and .jar
