Error occure while ./configure --with-snmp

I try to compile PHP_4.1.2 using the status as follows.

# ./configure \
--with-oci8=/oracle_home \
--with-oracle=/oracle_home \
--with-gd \
--with-snmp \
--without-mysql \
--enable-ftp  \
--enable-sigchild \
--enable-track-vars \
--enable-sockets \
--disable-debug;

Without "--with-snmp" option, "configure" process was completed.

But if the option was used, then the process present some errors at "--with-snmp" option like as,

checking for a BSD compatible install... (cached) /usr/bin/install -c
checking whether build environment is sane... yes
checking whether make sets ${MAKE}... (cached) yes
checking for working aclocal... found

.....

checking for pwrite... (cached) yes
checking whether pwrite works without custom declaration... (cached) yes
checking whether pread works without custom declaration... (cached) yes
checking whether to enable shmop support... no
checking for SNMP support... yes
configure: error: snmp.h not found. Check your SNMP installation.

How can I do ?

Which distribution do you use? And did you install the development package for snmp if that is needed?
Also, check config.log and please tell us what it says about snmp.
