with php4.2.1 reconfigure..

./configure --enable-mbstring --enable-mbstr-enc-trans
--with-pgsql=/usr/local/share/postgresql-7.2.1
--with-apxs=/usr/sbin/apxs

cannot found libpq_fe.h

configure error occured

why libpq_fe.h configuration script needed?
