This occurs after upgrading to Apache 2.0.39 to fix the latest security problems with the Apache2 server...  I am using the binary releases for Apache2 and PHP 4.2.1.

Considering there is nothing posted on PHP.NET, no other postingings here (doing a search for both Apache2 and 2.0.39) that I could find, I think that a little more information would be helpful than just "Another one.... is it really that hard to read?" -- After all, it does say,  "Please contact the vendor for the correct version."
