would it be possible to eliminate xslt_set_base? or, if it were unset, just implicitly use the uri of the file it's being called from? seems unnecessary to me.

Open for feedback. XSLT is mostly succeeded by other extensions, so I don't think we should change behavior at this point. Thoughts?
