The file php.exe contained in php-4.2.0-installer.exe is different to the one that is in php-4.2.0-Win32.zip.

The file php.exe contained in php-4.2.0-installer.exe if it works.

I guess you mean that php-cli.exe doesn't work as CGI?
Or what? Please add better explanation what _exactly_ 
doesn't work.
