Why when you request a php page it takes so long to
open that page? it's worst on your site www.php.net,
the screen locks up for a few seconds then it open
the COMPLETE page at once while with a regular .html page
will open from the top to the bottom of the page
without locking up.

That has nothing to do with PHP. That's just how your browser renders HTML in a table.

This has to do with how your browser handles table layout.
It is not a PHP bug. Try another table-intensive site like
http://freshmeat.net/ and you'll see the same behavior.
