Running Apache 1.3.24 and PHP 4.1.2 (SAPI), phpversion() returns "4.1.1".  In addition, Apache gets listed in the Win2K Services list as "Apache/1.3.24 (Win32) PHP/4.1.3-dev".  I assume both instances should be reporting "4.1.2".

Yeah, we made a little mistake, but there is now no way way we can fix it anymore. It will be fixed when php 4.2.0 hits the stores.
