Addendum: tried the latest latest version
http://snaps.php.net/php4-200203140900.tar.gz
to see if that might make a difference.  Different error, 
but still looks related:

You need latest CVS versions of both Apache2 and PHP.

I have the same damn error:

/usr/HTTPServer/include/os.h:82: os-inline.c: No such file or directory
make: *** [sapi/apache/sapi_apache.lo] Error 1

This is with PHP4.3.6, with Apache 1.3.19.6.
Does 4.3.6 need Apache2? Please help.
