after end of script odbc_close or odbc_close_all is not closing connections. That may cause DoS as many open sockets can suck out system resources.

While it may or may not close the sockets properly (I'm still investigating), the odbc_connect ensures that a DoS won't happen.  But more than that, there is a maximum number of sockets allowed to be open set by your php.ini.
