I realised that your win32 binary download link at http://http://www.php.net/downloads.php is faulty.

It does not seem faulty for me. What is the exact
problem with it? Zip or installer version?

Okay
the exact problem is the zip.
There's almost nothing wrong with the download at first.
But the problem is always after 3.88MB where the download will not continue
anymore
I'm very sure it has nothing to do with my network. I'm using a school
network which I think should be a T3 line. I have downloaded even larger
files right after I tried with your link. I repeated the download process
after 1/2 hour but the problem still persist.
