This script work OK with cgi version php and randomly fail with apache module (preg_match It is used for comparison and it works always correctly):

 $LOCALE = 'ru_RU.KOI8-R';

 setlocale('LC_ALL' ,$LOCALE);

 $str = "??????";

 echo $str."<br>\n";

 if (eregi("??????",$str))
 	echo "eregi: OK<br>\n";

 if (preg_match("/??????/i",$str))
 	echo "preg_match: OK<br>\n";
