This code 

$fp=fsockopen("10.0.5.1",80,&$errno, &$errstr,5);
if(!$fp) echo "$errno $errstr";

core dumped after message "60 Operation timed out"

There as some glitch in fsockopen for a given timeframe. Can you try latest RC if problem still exists

In php-4.1.0RC3 this doesn't reproduced, so seems it works.
