I was just wondering if the clock is synced properly on
rsync.php.net. It seems like it's about 6 minutes behind
the ntp synced time.

where do you see a clock on rsync.php.net?

The time on phpweb/include/last_updated.inc which is
generated by rsync.php.net when the phpweb is being mirrored.

When mirroring phpweb, the timestamp on last_updated.inc
file is about 6minutes behind the ntp synced timestamp.
