It would be really easy if one could comment to a bug (s)he hadn't added herself. To give more details, suggestions, ...

I think only letting the admins edit bugs is not enough to get all feedback that could help in resolving it.

if they were able to, then there would always be people who
would screw up the bugs with stupid messages, and that's
just one more thing for us to deal with.

If you want to help with bugs, get a CVS account, or
subscribe to a mailing list such as PHP-QA or PHP-DEV.
