You can do
xml_parser_set_option($parser,XML_OPTION_SKIP_WHITE,0);

but

 xml_parser_get_option($parser,XML_OPTION_SKIP_WHITE);

will give you 
Warning: xml_parser_get_option: unknown option 

SHouldn't we be able to get it if we can set it?

You can but the only valid get_options are:
PHP_XML_OPTION_CASE_FOLDING
PHP_XML_OPTION_TARGET_ENCODING

marking this as bogus as it really isn't a bug.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
