I'm running an smtp server on my computer but it is on port 26 not 25. I tried putting 127.0.0.1:26 at the smtp server in php.ini but it failed. Why doesn't php support ports other than 25? Thanks.

This is hardcoded in the Windows mail sending code.
This will be addressed as soon as it gets rewritten.

In the meantime you can use the sendmail_port ini directive.  i.e.

sendmail_port = 26
