Both binary insallations (.zip and .exe) for Windows lack php4apache.dll file which should be in sapi folder. This makes it impossible to install it as a module for Apache.

If you had read the text below the .exe download option,
you would know that it only has CGI binary in it.

And I just downloaded the first binary package (.zip)
and it DOES have php4apache.dll in sapi/ directory.
