get_cfg_var('magic_quotes_gpc') accurately returns the setting from php.ini. But when that setting is overridden in a .htaccess file it still returns the setting from php.ini instead of the new setting in .htaccess.

get_cfg_var() returns the value that was set in php.ini.  It's an old function from the PHP 3.0 times.

If you want to get the active value that is actually being used, use ini_get() instead.
