actually no UTF-8_to_something conversion works,
although the command line version of recode works fine(!)
i use recode 3.6

a sample script:
<?
$str1 = "???";
$str2 = recode( "l2..utf-8", $str1 );
$str3 = recode( "utf-8..l2", $str2 );

echo( "str1=$str1<br>" );
echo( "str2=$str2<br>" );
echo( "str3=$str3<br>" );
?>


output:
str1=???
str2=åÊí
str3=

hmm, works just fine for me with recode 3.6 and php 4.1.2 and 4.3.0-dev. you'll need to reproduce this bug with a more recent version of php. (it may have been fixed along the line, although i don't see any obvious commit related to this.)
