The Zend Optimizer was loading fine in 4.04pl1.

I loaded 4.0.5 as an ISAPI and CGI module. Neither made a difference.

I am using the Zend Optimizer 1.1.0.
I added the following to my php.ini from my previous PHP.ini file

This is not PHP bug. Zend is a commercial company
which provides this extension. Ask them for updated one.
