If persistent connections are used and the sql/server is rebooted then apache must be restarted in order to reset the links.

Can the server code recognise the error and close and reopen the links?

This should be fixed in sybase-ct.c 1.46.  However, if you're really
unlucky and you reboot your server at a bad time, it may take hours
before PHP figures out the server has been rebooted.  This can be
avoided by using timeouts and is on my list of things to do.
