On registering at https://wiki.php.net/rfc?do=register the site reports the errors:

> There was an unexpected problem communicating with SMTP: Start TLS failed to enable crypto
> Looks like there was an error on sending the password mail. Please contact the admin!

and no password email is received.

Please try again. Seems like the server was having some generic network issues at that time.
