1) Attempt the following script from a web browser:
mkdir("dir/name", 0777)

2) Then log into your server and go to the directory.
Running ls -l indicates a file perm equivelent to 0755. Basically I can't set write permissions to group or user.

2a) If I immediately follow this with:
chmod("dir/name", 0777) the permissions are set correctly.
