With release of 5.4.13 last week, that version is now the one available on the 
downloads page.

Go to the releases page to get it and the newest that is there is 5.4.11.

Version 5.4.12 doesn't appear to be available right now.

The fix for this bug has been committed. Since the websites are not directly
updated from the repository, the fix might need some time to spread
across the globe to all mirror sites, including PHP.net itself.
