The exit status code of any process I run through either system() or proc_open() is always -1

Reproduce code:
---------------
system("exit 12",$status_code)
print "[$status_code]";



Expected result:
----------------
12

Actual result:
--------------
-1

Did you compile your PHP with the --enable-sigchild flag?
