This patch adds the function msg_id_to_queue() which converts a message queue ID number into a message queue resource. I wrote this primarily for easy access to already-created queues.

Reproduce code:

Example: 

$queue = msg_id_to_queue(10759); 

Would return queue 10759 as a resource, or false if unable to open it.

This is laying around for more than 15 years without any feedback,
and the patches are no longer available (besides they likely would
have gone stale).  Thus, I'm closing as WONTFIX.
