The suggested links from the manual lookup page (e.g. http://www.php.net/manual-lookup.php?pattern=html+escape&lang=) ("perhaps you were looking for one of these") have an extra slash in them :

http://www.php.net/manual//function.ircg-html-encode.php
should be
http://www.php.net/manual/function.ircg-html-encode.php

Also, is there a way to set 'type of bug' to 'Website problem' as  I've seen in the bug log, or has this been removed? (don't say yes =)

Yes. website problem category is the 11th in the select box..

This bug has been fixed in CVS. You can grab a snapshot of the
CVS version at http://snaps.php.net/. In case this was a documentation 
problem, the fix will show up soon at http://www.php.net/manual/.
In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites.
