The following script:

Produces the following output:
PHP_SELF=/dump_globals.php4
Same script of PHP 4.0.x works fine.
Seems to be consistent with the 4.1.x branch.
Server: Zeus 3.4r2
Compile Options:

oops..I clicked wrong link. Anyways, your example script is pretty much bogus. There is no such variable as HTTP_SERV_VARS. Try this instead: <?php foreach($_ENV as $key => $value) { echo $key.":".$value."<br>"; } ?>
