The function iptcembed only embed the iptc text in the beginning of the image file. 
Products from Fotoware (FotoStation, ColorFactory, Fotoweb, IndexManager) embed the iptc both at the beginning and at the end of the file.  

However FotoWare products as default reads the IPTC-info from the end. 

Therefore, if IPTC allready has been embeded from FotoWare, iptcembed can not modify the text in an order FotoWare will understand.

what do you use to modify the iptc data? GD or other part of the image functions do not allow that.

iptcembed() allows that, and while being a part of ext/standard,
it is documented under "Image Processing and GD"[1].
