Test using MS Web Application Stress Tool. Any load.
After a period of time when using php's XML parser,
IIS stops responding for a period of time for an unknown reason. Then it may work again for a short period of time.

Please wait for PHP 4.0.5 (due out tomorrow)and open a new bug report if it still doesn't work. Some load issues in the ISAPI module have been fixed.
