When PHP 4.0.4pl1 is compiled as an Apache module like:

'./configure' '--with-apxs=/usr/local/apache/1.3/bin/apxs' '--with-config-file-path=/usr/local/lib' '--disable-pear' '--enable-sigchild'

Child processes return -1 regardless of whether or not they had errors.  Compiling without sigchild fixes the problem.

Note that this is directly related to bug #8992.
