Ooh.  Stuck.
I check the mailing list archives, the bug db and searched the site, but could find nothing on this.  Presumably its a transient, but I thought someone should know about it.

Reinstalled autoconf/automake/libtool and now the problem has gone away.

Sorry to waste everyone's time.  I should have thought of that first.
