With Tomcat 3.2.1, Sun JDK 1.3, PHP4.04, access to any php file using net.php.servlet throws javax.servlet.ServletException: bailout.

PHP files were located under WEB-INF directory instead of webapp's root.  THIS WAS A USER ERROR.
