'REQUEST_URI'
The URI which was given in order to access this page; for instance, '/index.html'.

According to Stack Overflow
(https://stackoverflow.com/questions/4730798/what-is-the-difference-between-serverrequest-uri-and-getq),
the value $_SERVER['REQUEST_URI'] is always relative to the hostname. It is true that you did state, "for instance, '/index.html.'" However, I don't see how that makes it clear that the value is ALWAYS relative.

The REQUEST_URI is inherited from CGI and comes from the HTTP standard(s). It's "always relative" in the sense that no PHP developer ever writes HTTP proxy servers or has to deal with CONNECT requests.
