The header of svn.php.net looks very similar to the one of php.net, but some things are wrong and misplaced. 

* The logo is too big
* Too less space logo <=> menu items
* Clicking on logo should redirect to php.net
* Menu items are using the wrong font

I recommend using the css part for the header from php.net for svn.php.net

That website is mostly useful for historic purpuses (only a few
maintained PECL packages have not been migrated to Github yet), so
I don't think it makes sense to update the design of that site.
