This is normal?

Thanks for reporting.  For some reason the cron service had
stopped.  I have now restarted the snapshot builds, and they're
running again.

Since 2020, August 31, url of snaps of php 7.4 (https://windows.php.net/downloads/snaps/php-7.4/) have no new builds.

No.  Thanks for reporting!

The issue should be resolved now; PHP 7.3 and 7.4 snapshot builds
are running again.
