When parsing the atom feed https://secure.php.net/feed.atom (in php using DateTime::__construct()) I got an error triggered by a malformed tag:
  <published>2016-08-22T:00:00+03:00</published>

Thank you for this bug report. To properly diagnose the problem, we
need a short but complete example script to be able to reproduce
this bug ourselves. 

A proper reproducing script starts with <?php and ends with ?>,
is max. 10-20 lines long and does not require any external 
resources such as databases, etc. If the script requires a 
database to demonstrate the issue, please make sure it creates 
all necessary tables, stored procedures etc.

Please avoid embedding huge scripts into the report.

Yes, and that is why it would be nice to have a script to reproduce what you are trying to do. You do not show what error you are getting which leaves us with nothing to work with.

So; Please include a small script to reproduce what you are trying to do and the error you are getting

The news sources have been fixed in http://git.php.net/?p=web/php.git;a=commitdiff;h=fbb560f0dcdab16480fea8d35b4bde788aedebe4.

The changes should be visible on the website in a short while, after the news pages and feeds have been regenerated and pushed out to mirrors.
