PHP 7.3/Win64ts does not parse .ini files from PHP_INI_SCAN_DIR's.

Test script:

Expected result:

And the problem is apparently an unnecessary path expansion somewhere.
If I remove junctions from all paths leading to PHP directory, the testcase works with both 7.2 and 7.3.
If I restore the setup, 7.3 fails.

I cannot reproduce this with PHP-7.4.  If this is still an issue
for you with any of the actively supported PHP versions[1], please
clarify your folder structure, especially wrt. the junction.

The issue was for specific release. Seen from time to time in some builds. Often in pre-release ones.
