The php.webmaster mailing list is called the "PHP php.net internal infrastructure discussion" list on https://secure.php.net/mailing-lists.php
This is a strange name. If "internal" has a meaning other than "of PHP" (which is redundant with "php.net"), that is not clear. I would suggest instead simply "php.net discussion".

The description had been deliberately changed some years ago[1],
to reduce the number of support requests being filed to the
internal webmaster list.
