I filed ticket #77348 today: https://bugs.php.net/bug.php?id=77348
I wanted to attach a text file, but since I couldn't, I had to put a very long comment with the file's contents.

This is suboptimal. Please allow attaching files to tickets.

Right.  We will not allow arbitrary attachments due to potential
legal issues, and lack of bandwidth to check these attachments.
